SEPARATE WASTE COLLECTION: THE SUCCESS IN SOUTHERN ITALY AND THE DEVELOPMENT PROSPECTS IN THE BULGARIAN MARKET FOR A "SMART" MANAGEMENT OF THE URBAN WASTE COLLECTION CYCLE

SEMINAR OF OF IINNOVA Ltd.

18th of April 2019, Hall Mussala, Congress Center, IEC Sofia

SUMMARY OF THE EVENT

Innovation, sustainability, measurability, effectiveness and replicability. The results of good practices in separate waste collection with the door-to-door system in Southern Italy and in the Puglia Region, which have become a success story. The municipality of Bitetto, in the Province of Bari, is one of these examples.
The workshop aims to focus on how to move from the road collection system to the door-to-door system, on the role of the INNOVAMBIENTE® technological system included in a new model for managing the urban waste collection cycle.
A similar result, up to a few years ago unthinkable in Southern Italy, can become an example for the Bulgarian market. After the mission in September 2018 of the staff of the Inspectorate of Sofia Municipality to the Puglia Region, and the inspections in December 2018 at the city of Bankya and the Simeonovo in the Vitosha district of Sofia, the opportunity to experiment a similar approach in Bulgaria seems more concrete.

INNOVA – WHO WE ARE

INNOVA
is a service and technology provider of innovative and high value ICT products. Founded in 1989 in the Earth Observation sector, the main remote sensing technology on which the company operates is the processing of satellite images acquired with Synthetic Aperture Radar (SAR) used in various civilian and military related applications, primarily for monitoring and control of the territory.

INNOVAMBIENTE®, the advanced ICT system created for the management, control and measurement of each stage of the waste collection and recycling cycle comes from our wealth of expertise and productive experience. The system has already been successfully implemented by municipalities, companies and management bodies across Italy.

The system offers products and software applications which data can be accessed through a single centralized web platform. It allows a census of utilities, cataloguing of kits, delivery to users, timely collection with identification of the type of waste collected via RFID technology, On Demand collection, Waste Collection Centre management and vehicle fleet management. Thanks to the interactive "Waste Collection" App, which can be downloaded for free from the iTunes and Google Play stores, each user can check the collection calendar, the guide on how to separate and dispose of waste, consult the waste dictionary, request the on-demand waste collection, send a request for collection of bulky waste or send an alert to the waste collection company. Every citizen becomes aware of the cost of the urban collection service, and how they can reduce it as foreseen by the new concept of "Pay As You Throw", to be adopted by law throughout Italy by 2020.

BITETTO

Bitetto is an Italian town of about 12,000 inhabitants located in the metropolitan area of Bari in Puglia, in Southern Italy. From the point of view of the management of waste collection services, the city is included within the ARO BA2 area. The ARO BA 2 is the organization of the sweeping, collection and transport of waste by the municipalities of Modugno (leader), Sannicandro di Bari, Bitetto, Binetto, Bitritto, Giovinazzo and Palo del Colle, with an overall basin of citizens of over 100,000 inhabitants. Starting in 2016, the municipalities involved in the ARO BA2 adopted a door-to-door waste collection service. In particular, the municipality of Bitetto has distinguished itself within the ARO as one of the most virtuous municipalities, passing from a separate collection percentage of 12% in 2016 to the current 80%, a percentage that it has now constantly maintained for over 1 and a half years . Thanks to these results, the city was also able to reduce the costs of the collection service thanks to the reduction of undifferentiated waste destined for landfill disposal as well as to the higher revenues related to the recycling of separated waste. Bitetto is the first municipality in Puglia to introduce the experimentation of a PAYT tax on waste, therefore a payment proportional to the quantity of waste conferred by individual domestic and non-domestic users. The application of the PAYT system will also use the data of the Business Intelligence engine present in INNOVAMBIENTE® which allows to check the collection performance of the single users.
